　　全系统“四风”方面突出问题专项整治工作方案

　　根据宜昌市工商局印发的《全市工商系统“四风”方面突出问题专项整治工作方案》文件精神，现就本局“四风”方面突出问题专项整治制定如下工作方案。

　　一、深入推进中央和省委部署的“三个方面”整治

　　继续深化“三难”、公务用车、多占住房、违反财经纪律等“四项专项整治”

　　1、在“门难进、脸难看、事难办”等机关作风问题专项整治方面，由严肃工作纪律向优化行政服务环境深化。

　　整治重点：工作人员对待办事群众态度生硬、推诿扯皮现象；利用工商行政许可、消保维权、执法办案等职权谋取不正当利益现象；“吃拿卡要”行为；不取消没有法律依据的行政审批事项、乱设前置条件、乱收费、乱罚款等问题。

　　2、在公务用车问题专项整治方面,由清理超标准超编制公务用车向纠正处置深化。

　　整治重点:继续深化公务用车专项整治，巩固前期整治成果，全面完成违规公务用车清理处置，该拍卖的抓紧拍卖、该报废的抓紧报废、该回收置换的抓紧回收置换，严格按照标准审批购车事项，严肃查处超编超标配车、违规换车和借车、摊派款项购车等行为，违反规定调换、借用、租用公务用车的，坚决退回。加强公车管理，严肃查处公车私用、豪华装饰公务用车以及滥用军车警车牌照等行为，对违规行为，不仅要处理直接责任人，还要追究相关领导责任。

　　3、在违反财经纪律问题专项整治方面，由自查自纠向全覆盖检查和依纪依规处理深化。

　　整治重点：全面检查各单位设立“小金库”、违规发放津贴补贴和在财务支出上违规列支礼品礼金等问题。严肃查处在公务活动中赠送或接受礼品、礼1金和各种有价证券、支付凭证，严禁节日期间用公款送节礼，严禁用公款购买印制寄送贺年卡等物品；严禁元旦、春节期间公款购买赠送烟花爆竹等年货节礼。

　　坚决纠正涉农、涉企、涉医等七个领域突出问题

　　继续深化与人民群众利益密切相关的涉农、涉企、涉教、涉医、驾培驾考、银行业、电信业等七个领域突出问题专项整治，巩固前期整治成果，结合工商履职实际，重点深化以下整治：

　　１、加强农资市场监管，严厉打击制售假冒伪劣农资等违法行为。

　　２、进一步深化涉企乱收费专项治理，进一步优化市场主体发展环境。

　　３、整治医药购销和医疗服务领域的商业贿赂问题，规范医药购销秩序，治理虚假违法医药广告。

　　4、纠正汽车驾驶员技能培训、资格考试领域不正当竞争和侵害消费者权益的突出问题。

　　5、纠正银行业和金融机构强制收费、乱收费及只收费不服务等问题。

　　6、纠正电信行业强制服务、强制捆绑销售和强行扣费、恶意吸费、虚假宣传、违规营销等问题。

　　全面落实中央关于“四风”方面突出问题专项整治重点任务

　　根据中央关于“对新发现的问题要及时列入整改事项、跟进解决”的要求，全系统要结合实际，主动“对号入座”，重点就以下问题开展整治：

　　１、文山会海问题。落实《省工商局党组关于实行“四减五改”改进工作作风的意见》中的“减会、减文”措施，从严控制会议数量、会期和参加人员规模；简化会议程序，减少出席会议领导人数；严格会议经费管理，严禁套取资金。从严控制各类文件简报和内部刊物，防止以信笺头、“白头”件等变通做法代替“红头”文件。

　　２、检查评比泛滥问题。落实《省工商局党组关于实行“四减五改”改进工作作风的意见》中的“减考核”措施。从严清理、控制和规范评比达标表彰活动，严厉整治授牌晋级泛滥现象，严禁利用举办评比达标、表彰等活动乱收费。切实纠正“一票否决”过多过滥问题。

　　３、“形象工程”和“政绩工程”问题。坚决叫停违背科学发展、盲目铺摊子上项目的行为，坚决查处制造假情况、假数字、假典型、虚报工作业绩的2问题。

　　４、“三公”经费开支过大问题。严禁机关及其工作人员违反规定进行不必要的公务活动。严格执行预算，严禁超预算或无预算安排支出，不得报销任何超范围、超标准以及与相关公务无关的费用。严格公务接待标准，不得接待无公函的公务活动，不得以举办会议、培训等名义列支、转移、隐匿接待费开支，严禁私客公待，严禁以招商引资等名义变相安排公务接待。从严控制公务用车经费开支。严格控制因公临时出国团组数量和规模，不得安排照顾性、无实质内容的一般性出访，不得安排考察性出访，不得由企事业单位出资或补助，不得摊派、转嫁出国费用。

　　５、公款吃喝问题。严禁用公款大吃大喝或安排与公务无关的宴请，坚决查处利用“农家乐”、私人会所等场所公款吃喝行为。

　　６、奢侈浪费问题。坚决纠正用公款参与高消费等行为。纠正处理工商机关和领导干部超面积占有、使用办公用房以及多处占用办公用房，豪华装修办公用房、配置高档办公家具及办公用品等问题。严禁工商机关违反规定建楼堂馆所、搞豪华装修，不得以任何名义新建、改造、扩建所属宾馆、招待所或具有接待功能的设施或者场所。

　　７、财政供养人数过大问题。集中清理“吃空饷”、在编不在岗、编外大量聘用人员等问题。

　　８、侵害群众利益问题。坚决纠正损害涉农利益行为；严肃查办“人情案”、“关系案”、“金钱案”等问题；坚决纠正食品药品安全方面损害群众利益的行为，严肃查处滥用职权、玩忽职守、徇私舞弊等问题。坚决整治执法监管中的作风粗暴、滥用职权行为；坚决查处在项目审批、专项转移支付资金分配等工作中搞暗箱操作、权力寻租等行为。

　　二、扎实开展工商部门特色专项治理

　　综合运用工商行政管理职能，围绕群众最反感、反映最强烈的“四风”问题和损害群众利益的不正之风，集中实施治理行动。

　　深化“四减五改”工作

　　根据省工商局党组关于实行“四减五改”改进工作作风的意见》精神，落实好关于立查立改，减会、减文、减报表、减考核，整改少数单位和个人服务3态度不优、执法行为不规范、协会会费收取不规范、公车专用、基层联系点流于形式等问题的部署，巩固已有的整改成果，防止反弹；加力推进，务求立竿见影、群众满意的效果。既要着眼于建立健全长效机制，又要有阶段性目标，有检查评估，有监督问责，有进展情况反馈和通报。

　　扎实开展“优化‘两节’市场秩序百日‘亮剑’行动”

　　突出元旦、春节“两节”群众消费密切相关的重点商品、重点市场、重点区域，严厉查处制售质量不合格、假冒伪劣及侵权商品、消费欺诈、不平等格式条款、虚假广告、限制竞争、无照经营、传销等“八类重点违法行为”为重点，保障群众节日消费安全和市场和谐繁荣。

　　扎实开展“市场中介领域突出问题专项治理”

　　按照清理整顿、依法规范、培育发展的要求，集中一年左右时间，查纠市局机关及其工作人员在市场中介领域监管方面存在的违法和不规范行为，进一步规范局属事业单位和社会组织的运行；强化市场中介领域监管,严厉打击中介组织违法违规经营等突出问题；完善监督管理制度，提高依法监管水平，构建促进市场中介组织和社会组织健康发展的长效机制。

　　扎实开展“损害群众利益的基层信访突出问题专项整治”

　　对XX年1月以来本局接受的基层信访举报反映的问题及上级转办和专项整治发现的基层信访举报问题进行大排查，确保群众反映的问题查清、查实、查到位，同时查找机制、制度上存在的漏洞及薄弱环节，在建立长效机制上下功夫。

　　三、有关要求

　　全系统要本着阶段性与长期性、普遍性与特殊性、整改落实与建章立制相结合的原则，把专项整治活动作为教育实践活动整改落实的重中之重，作为保证教育实践活动“不偏”、“不虚”、“不空”最直接、最有力的手段，以严肃的态度、严格的标准、严明的纪律狠抓落实，务求取得实效。

　　加强领导，有力组织。局领导班子及各分局、股的负责人要把专项整治活动紧紧抓在手上，加强组织领导和督促指导。领导干部既要坚持以身作则，真正把自己摆进去，带头自查自纠，带头整改落实，做到自身清、家属清、亲属清、身边清，也要敢抓敢管，推动班子抓落实，督促下级搞整治。全系统要一级抓一4级、一级带一级，确保活动扎实推进、每项任务落实到位。

　　突出重点，狠抓落实。各单位要结合实际，明确整治重点。既要完成规定动作，也要搞好自选动作。对尚未开展的专项整治，要尽快启动实施；对已经开展的，要巩固成果、防止反弹；对尚未完成的，要加力推进。各责任单位要结合各自职能和分工，制定具体整治措施，明确整治责任、进度时限和标准要求。要集中力量啃硬骨头，一项一项整治、一个一个突破。

　　强化督导，严格问责。各督导组要把开展专项整治、解决突出问题的情况作为督导重点。对推进力度不大、专项整治效果不明显、群众不满意的，督促有关单位“补课”、“返工”，对专项整治大而化之、应付了事的，要及时纠正。监察室和督察队要加大明察暗访和查处力度，对在整治活动中敷衍塞责、走过场的，要责令整改；对弄虚作假、造成不良影响的，不仅追究当事人的责任，还要追究相关负责人的责任。

　　开展窗口单位作风建设专项治理活动整改方案

　　为进一步优化发展环境，提升窗口单位服务质量和行政效能，着力解决机关作风建设中存在的突出问题，为我县发展环境提供有力保障，特制定本实施方案。

　　一、专项治理范围

　　县发改委、商经委、民宗委、人口和计划生育委员会、财政局、住房和城乡建设局、农业局、林业局、畜牧兽医局、农机局、水利局、科技局、交通运输局、旅游局、环保局、安全生产监督管理局、公安局、司法局、教育局、民政局、人力资源和社会保障局、文化体育广播影视局、卫生局、食品药品监督管理局、档案局、国税局、工商局、质量技术监督局、国土资源局、残疾人联合会、县行政服务中心、社会保险管理局、住房公积金管理中心、运管站。

　　二、专项治理内容

　　1、工作不实、履职不力。重点纠正执行党的路线方针政策和贯彻落实上级重大决策部署不力，有令不行、有禁不止;不依法履行岗位职责、不按规定时间完成本职工作，玩忽职守、失职渎职;对群众提出和反映的问题能解决而不解决等行政不作为、慢作为、乱作为问题。

　　2、态度冷硬、纪律松散。重点纠正对群众态度冷淡、语言生硬、服务不热情;工作期间无故迟到、早退、串岗脱岗，科室和业务窗口

　　无人受理行政服务事项;上班期间上网聊天、玩游戏等做其他与工作无关的事情以及门难进、人难找、脸难看、话难听、事难办等问题。

　　3、办事拖拉、效能不高。重点纠正窗口单位在履行行政审批和服务事项中，政(事)务不公开、工作流程不公开，吃拿卡要，暗箱操作;各项审批事项未按照&“一站式&”服务进行审批;不认真执行和落实首问负责、一次性告知、公开承诺、限时办结等制度，故意刁难、无故拖延;存在并联审批事项的牵头单位、审批部门和协调单位，职责不清、推诿扯皮、配合不力以及主管部门和主要领导对行政违法行为的投诉举报不受理，对应当追究责任的行政行为不进行责任追究等问题。

　　三、专项治理方法步骤

　　专项治理活动坚持自查自纠为主、监督整改并重的原则，分自查自纠、公众评议、整改提高三个阶段进行。具体安排如下：

　　1、自查自纠阶段(6月5日至7月25日)。每个窗口单位要认真对照活动要求，制定内部督查方案，在各行业服务对象中聘请效能监督员，召开不少于2次效能监督员会议，通过多种形式深入查找作风建设中存在的问题。于7月25日前各单位将自查自纠方案及自查出的问题报县绩效办。

　　2、公众评议阶段(7月25日至9月25日)。由各单位聘请的效能监督员组织实施，在不同的服务领域组织服务对象开展公众评议。通过发放问卷调查表、网上调查等多种形式，广泛征求群众对各部门

　　(单位)在工作作风建设方面的意见和建议。于9月25日前将公众评议结果和查找出的问题报县绩效办。

　　3、整改提高阶段(9月25日至11月5日)。各部门(单位)要针对自查自纠和公众评议阶段查找出的问题集中整改，要紧密联系本单位的工作实际，制定整改措施，落实整改责任。要着力解决群众反映强烈的问题，努力克服办事拖拉、工作推诿、纪律涣散、政令不畅等问题。于11月5日前将整改结果报县绩效办。

　　四、工作要求

　　各乡镇(场)、各部门(单位)要高度重视窗口单位作风建设专项治理活动，要深刻认识到加强窗口作风建设是改善我县经济发展环境的关键环节，是落实绩效管理工作，提高行政效能的有力抓手。

　　1、各乡镇(场)要参照本方案认真组织实施，制定方案，周密部署，确保活动取得实效，县绩效办将对各乡镇(场)开展活动情况进行察访核验。

　　2、各窗口单位要以&“群众满意&”为宗旨，制定切实可行的作风建设专项治理方案，加大自查自纠和公众评议阶段查找问题的力度并加以整改落实，同时要加大对本系统、本行业作风建设的监督检查力度，切实提升服务质量和办事效率。

　　3、如在开展专项治理活动期间，接到群众有关投诉的，县绩效办将严肃追究相关责任，同时将整改提高阶段的问题整改情况做为重点督查内容，督查结果作为本部门(单位)年度绩效考评的重要依据。

　　4、各窗口单位要按照自治区行政审批制度改革相关要求进一步梳理行政许可审批事项，简化审批程序，压缩审批时限，规范审批行为，提高行政效能。

　　通过开展窗口单位作风建设专项治理活动，切实纠正一些单位存在的&“庸、懒、散、奢&”现象，认真解决门难进、脸难看、话难听、事难办的问题，促使窗口单位加强作风建设、提高服务水平和群众满意度，形成心齐、气顺、劲足、实干的良好氛围。

　　机关窗口单位作风建设专项整改方案

　　xx年是全面贯彻党的十八大会议精神、加强和改进新形势下党的建设、保持我区经济平稳较快发展和社会安全稳定的重要一年。为落实区委四届三次会议和政府七届二次全体会议精神，切实加强和改进工作作风，进一步树立区直机关窗口单位的良好形象，特制定本实施方案。

　　一、指导思想

　　坚持以科学发展观为统领，以&“讲学习、讲真话、办实事，改进工作作风，密切联系群众&”为主题，强化公职人员的宗旨意识、责任意识、服务意识和效能意识，着力解决我区干部队伍建设中存在的突出问题，为全面推进白碱滩区建设提供作风纪律保证。

　　二、工作目标

　　以认真开展&“讲学习、讲真话、办实事，改进工作作风，密切联系群众&”活动为主题，着力做好五个方面的工作，切实解决区直机关窗口单位工作中存在的文明服务意识不强、管理不细致、思想松

　　懈、作风不实、工作纪律不严等突出问题，逐步形成真心诚意为群众谋福祉而努力工作的良好氛围。

　　一是落实&“讲学习、讲真话、办实事&”。要求各单位(部门)每月集中学习讨论和交流不少于1次，要做到学习有计划、有笔记、有体会;要正会风改文风，领导干部带头厉行勤俭节约，坚持廉洁自律;要深入基层，深入企业，切实解决实质问题，促进服务型机关建设。

　　二是机关作风进一步转变。开展&“服务发展，服务基层，服务群众&”活动，有效治理庸懒散奢等不良风气，积极围绕&“规范行为，强化服务，提能增效，促进发展&”四个方面开展工作，使机关工作面貌焕然一新。

　　三是干部工作能力进一步增强。发扬雷厉风行、敢于担当的作风，保持蓬勃向上，积极进取的态度，全面落实各项重点目标任务。

　　四是服务环境进一步改善。行政审批服务窗口建设水平明显提高，八项效能制度全面落实，营造风清气正、廉洁高效、诚实守信的服务环境。

　　五是公众满意度进一步提高。要密切联系群众，深入基层，体察民情，真诚倾听群众的呼声，真实反映群众的意愿，真心关心群众的疾苦，办好事、办实事。

　　三、实施步骤

　　此次作风建设专项整治活动分三个阶段进行。

　　(一)准备阶段(xx年2月25日—3月25日)

　　要求谋划到位，安排紧凑，迅速启动，将机关窗口单位作风建设专项整治活动落实到位。

　　各单位(部门)要积极组织全体人员学习克&“白党委字〔xx〕1号&”文件精神，对开展&“区机关窗口单位作风建设&”专项治理活动进行安排部署，并将制定的工作方案纳入xx年部门纠风工作安排中，动员机关工作人员积极投入到此次专项治理活动中。

　　(二)推进阶段(xx年3月25日—9月25日)

　　要求着力在改进工作作风、提升服务水平、提高工作效率上下功夫，使公众感受到初步成效。主要抓好四项工作。

　　1、转变工作作风中存在的突出问题，切实杜绝八种现象：一是杜绝工作材料中大话、空话、套话连篇;二是杜绝频繁开会和光开会不落实情况;三是杜绝不下基层，不搞调研，凭空开展工作;四是杜绝工作报喜不报忧，专拣好听的说;五是杜绝作风松垮，上班喝茶上网玩游戏;六是杜绝铺张浪费，贪占便宜，公款吃喝;七是杜绝偷奸耍滑，工作只说不做;八是杜绝熬年头，混日子，工作不作为乱作为。

　　2、开展&“擦亮服务窗口&”活动。各单位(部门)将直接面向社会，接待和服务群众的岗位设立为&“服务窗口&”，将八项效能制度、服务内容、程序和责任人进行公示，进一步梳理审批服务事项，简化审批流程，实现90%网上办理和在线电子监察。统一制定意见本及投诉电话，便于群众监督。区纠风办将组织监督员按照&“自治区行风示范窗口&”标准进行专项治理检查。

　　3、敢于碰硬、敢于担当、敢于挑战。对待工作有&“攻坚克难抓落实&”的态度，将各项重点目标任务落到实处。区委办公室、人大常委会办公室、政府办公室和政协办公室每周有针对性地采取查、看、听、问等方式对其对口单位(部门)工作进行督办。区监察局每周在全区重点目标任务中抽取4个项目进行跟踪督查，每月对各单位(部门)目标任务的完成情况作出评价。

　　4、积极加强与群众沟通。在白碱滩区综合信息网增添纠风专项板块，各单位(部门)要及时公开工作职能、工作动态，每季度至少更新一篇专项治理工作进展信息，全面推行政务公开，及时接受公众的监督。

　　(三)评议整改阶段(xx年9月25日—11月25日)

　　要求主动就收群众评议，认真查摆问题，公开整改情况，同时全面建立长效机制。

　　1、开展作风评议。各单位(部门)组织内部监督员对专项治理工作开展情况进行评议，并对监督员提出的问题认真梳理。同时区纠风办根据各部门工作实际，聘请不同阶层的社会监督员暗访进行&“四查四看&”，即查工作职责，看是否具备履职能力;查工作质量，看是否坚持高标准;查工作态度，看是否端正服务意识;查工作纪律，看是否遵守规章制度。暗访结果在纠风网上公示。

　　2、集中整改问题。针对专项整治活动中发现的问题制定整改措施，确定整改重点，落实整改责任，明确整改期限，并将整改情况在纠风网进行公示，接受群众监督。

　　3、完善考评机制。各单位(部门)将发现问题责任进行划分，制定内部考评体系。纠风办将此次&“机关窗口单位作风建设&”专项治理活动作为纠风工作评优评先的重要依据，采取边建设、边运行、边完善的作法，不断巩固全区风清气正的良好氛围。

　　四、工作要求

　　(一)统一思想，提高认识。各单位(部门)一定要充分认识开展机关窗口单位作风建设专项治理活动的重大意义，切实做好宣传动员工作，动员干部职工以高度的政治责任感和是使命感，积极投入到此次专项治理活动中去，力求取得实实在在的成效，并转化为推动我区经济建设的强大动力。

　　(二)联系实际，突出重点。此次活动要紧密结合各单位(部门)实际，切实找准存在的突出问题，有针对性地制定和落实整改措施。要把群众最为关心、反映最为集中的问题作为重点，做到有的放矢。活动结束后，各单位(部门)的工作作风、纪律观念、精神面貌要有新的转变和较大改观。

　　一、专项整治的重点内容

　　重点围绕“门难进、脸难看、话难听、事难办”等方面存在的机关作风问题，开展专项整治。具体整治内容是：工作推诿扯皮、办事效率低下；工作不作为、慢作为、乱作为；在行政服务方面吃、拿、卡、要；不遵守上下班纪律、上班期间上网聊天、玩游戏、炒股、购物以及做与工作无关的事情；存在没有法律依据的审批事项或者乱设前置条件、乱收费；作风简单粗暴，在待人接物方面态度生硬、言语冰冷。通过整治，促进全局党员干部进一步弘扬求真务实、真抓实干的优良作风，不断解决影响全区经济发展环境的突出问题，着力形成政简风清、务实高效的政务环境。

　　此次专项整治工作分四个阶段。

　　加强问题整改。把发现问题、解决问题贯穿于专项整治工作始终，加强监督检查，加大对违纪违规行为的查处力度。对于情节轻微的，进行批评教育；对于情节严重、造成恶劣影响的，严肃追究当事人和相关领导的责任。
